  • Source: Ministry of Internal Affairs of Ukraine
  • Size: The photocard submitted for issuing or exchanging documents is a colour rectangle measuring 100 × 150 mm. The head occupies 70 to 80% of the card and the shoulders 20 to 30%.
  • General requirements: For biometric documents the photograph is normally taken on site by authorised officials of the State Migration Service or an administrative service centre; a photocard is submitted for scanning only in the cases provided by law. The face is shown close up and full face, with the shoulders frontal. The person looks straight ahead, eyes open, expression neutral, mouth closed, head and neck neither turned nor tilted. Both sides of the face must be clearly visible.
  • Booklet passport: At 25 and 45, new photos are pasted into the 1994 booklet passport: you hand two 3.5 × 4.5 cm photos showing you at that age to the State Migration Service or a ЦНАП. It is the one case where you bring the photos yourself.
  • Background: The background must be uniform and light — white or light grey — and must contrast with the face, the clothing and the hair.
  • Photo quality: The image must be sharp. Shadows, spots and glare on the face or the background are not allowed, nor is red-eye or a visible flash trace; the lighting must be uniform. Retouching, editing and any pre-processing are prohibited. The card is printed on dense photographic paper with no ink marks, creases, scratches, dents or stains, and the reverse side must be clean.
  • Eyeglasses: Photographs in eyeglasses are only allowed if the person wears them constantly in everyday life. The lenses must be clear and free of spots, cracks and scratches, and the frame undamaged. Sunglasses and dark or photochromic lenses are not accepted, and the frame must not cover the eyes.
  • Head coverings: Head coverings, capes and other accessories are not allowed, except a head covering worn daily out of religious belief, or worn on medical grounds confirmed by a medical certificate. Such a head covering must not change the shape of parts of the face, cover the face or chin, run along the hairline, or cover the ears and neck.
  • Children: Children under three may be photographed lying down or in a child or special seat with a suitable background behind the head, and a neutral expression is not required of them.
  • Additional information: The image must visually be no more than six months old. Contact lenses with optical effects that change the colour of the iris or the shape of the pupil are not allowed. Hair must not cover the eyes or the face, and the volume of the hairstyle must not exceed 30% of the image. Headphones and wireless hands-free or other sound-reproducing devices are not allowed, except on confirmed medical grounds. Light, muted make-up is allowed and the skin tone must look natural.
